Leveraging Partnerships to Benefit Workforce Programs and Customers

The Workforce Systems Strategies community contains resources that inform workforce practitioners about the value of partnerships in preparing individuals for gainful employment. The following resources explore best practices in building work-based learning (WBL) partnerships, gathering employer perspectives on community college partnerships, and using community college and Workforce Development Boards (WDBs) with designing a micro-credentials program.

Diversifying Partnerships for Success in Work-Based Learning
WBL involves partnerships formed between business and education and provides students authentic work experiences. The insights from the National Governors Association Center for Best Practices Policy Academy on Scaling Work-Based Learning provide an overview of the best practices for WBL partnerships, describes activities such as asset mapping and gap analysis to identify stakeholders and student participation or industry representation. Other examples of best practices in this report include co-creating programs, policies, and resources; co-branding to increase buy-in among partners; and leveraging funding sources and applying for funding as partners.

Employer Perspectives: Insights on How to Build and Maintain Strong Employer-College Partnerships
Community colleges can and do collaborate with employers to ensure their education and training programs align with industry needs. To understand how they form collaborative partnerships, the Employer Perspectives study describes how community colleges and future grantees how to approach, build, and sustain such relationships. This study utilized two data sources, a survey of community colleges and telephone interviews with 41 employers who partnered in the Trade Act Assistance Community College and Career Training grants.

Micro-credentials: Opportunities through Stackable Achievements Project
The Pennsylvania Department of Labor and Industry’s Workforce Innovation Fund grant was used to design, implement, and test the Micro-credentials: Opportunities through Stackable Achievements project. Implemented by partnerships between community colleges and WDBs in seven local workforce areas, the project created opportunities for students with barriers to education and employment to earn credentials.
