Moving Beyond the Count: Maryland’s Skills to Compete Initiative

Presents a case study of Maryland’s Skills2Compete Initiative, a campaign aimed at increasing post-secondary success to strengthen Maryland’s workforce.
The case study described how Skills2Compete (S2C) Maryland brought together a diverse group of public programs to increase the number of Marylanders who attain post-secondary credentials. The report also provided “a set of recommendations for next steps based on interviews and an assessment conducted by the Corporation for a Skilled Workforce. In addition to recommendations, the case study summarized the history of the S2C initiative, including its strategies and processes, offered an assessment of common themes from interviews with members of the Interagency Workforce Committee responsible for jointly implementing the initiative’s goals, and provided further detail on the recommendations and actions needed to reach the S2C goal” (p. 6). Major Findings and Recommendations
The authors provided ten recommendations for Maryland Skills2Compete:
“1. Create an Innovative Instruction Community of Practice learning group.
2. Experiment with workplace-based learning models.
3. Profile and share broadly any processes that effectively identify the precise skills standards, tasks and competencies of critical occupations.
4. Advance the concepts of sector partnerships.
5. Use the Interagency Workforce Committee to come to a common understanding of what career pathways are and what it takes to implement them.
6. Take on the challenge of converting non-credit courses to for-credit credentials.
7. Re-purpose existing resources into financial aid programs that make post-secondary education accessible.
8. Continue to aggressively track performance measures related to postsecondary education attainment across systems.
9. Use the S2C opportunity to push toward shared definitions of outcomes.
