Researchers at the University of Texas at Austin analyzed various factors, including the effects of Hurricane Katrina, that may adversely affect the ability of NASA’s Space Shuttle Program to accomplish its mission between now and fly-out in September 2010. Major Findings and Recommendations

• "The imminent termination of the Space Shuttle Program...created uncertainty about future job prospects" for NASA’s contractor employees (p.15). • Flight scheduling pressures that had been imposed to meet the revised schedule for the 2010 fly-out deadline contributed to worker stress for NASA’s contractor employees (p.14). • Paper work, bureaucracy, and poor communication hindered NASA’s contractor employees from implementing efficient systems and processes (p.17). • The continuing effects of Hurricane Katrina was affecting NASA’s "ability to recruit new workers to replace those who have left or will leave due to retirement and other exigencies" (p.22).
